Non EEA working remotely in the State

Good afternoon colleagues, I am having difficulty finding the answer to the following question and the more I look the more questions I have.

I have a client who is a US citizen who wishes to come to Ireland with his family to live. He intends to continue to work in his current role for US company working remotely from Ireland. Does he require a work permit? None of the permits seem to fit his situation and he will not be employed by an Irish Company.

Neither does he seem to fit any of the categories of permissions to reside although he does have significant means he does not have means to invest €1 million and he will not be retiring.

Can anyone point me in the right direction?

I have raised this issue a few times with Justice and DETE and the position is as Wendy states there is no immigration permission or permit that allows employment inside the State for a company outside the State in the manner you described in my view. The issue might only really arise once a tax implication arises but a non-EEA national could not seek entry without another method applying (spouse of worker etc).
