Timeframe for processing of online first time passport applications?

A client (UK citizen and now eligible for an Irish passport following a foreign birth registration) has applied online for his Irish passport for the first time. A 40 working day turnaround is advised – this has passed and the passport office still have his UK passport and no Irish passport has issued. The client needs to travel for work shortly. Does anyone know how long these passport applications are taking in reality at present? We’ve tried the webchat and calling the Customer Service Hub to no avail!

The passport office just emailed about my June applications stating the passport photos aren't adequate and need to be resubmitted. It's a bit frustrating that the photos were acceptable when submitted last June, and that it took two months for the Passport Office to finally come back and say they need to be retaken. Oh well...
