Citizenship applications - not receiving e-vetting invites with acknowledgement letter in some cases

We are finding recently that for Applicants of certain nationalities, when we receive the acknowledgement letter by email, it is not accompanied with a request to complete the e-vetting invitation as is usually the case. It seems to be Applicants from the same countries that undergo the 'additional background checks' such as Pakistan, Afghanistan, Syria, Sudan, Iran etc. It's not happening consistently for Applicants from these nationalities but more often than not recently.
Has anyone else experienced this? If so, what are you doing to resolve the issue?
We have been writing to the Citizenship unit by post requesting that our client be issued the e-vetting invitation but they have been ignoring our letters.
It would be great to get feedback to see if others have had more success in getting the e-vetting prompt for Applicants from these countries.
